A Ukrainian citizen with the initials RK (37) had to accept the harsh reality after being named a suspect due to a case of possessing an Indonesian identity card (KTP) and family card (KK) in Bali. The man who is known to have visited Indonesia to avoid war in his home country faces up to six years in prison. The Head of Public Relations of the Bali Police, Kombes Stefanus Satake Bayu Setianto, said that the Ukrainian citizen was detained in the Bali Police Headquarters cell. "Subdit 4 of the Bali Police Ditreskrimum has arrested the suspect RK, a Ukrainian citizen, regarding LP/107/III/2023/SPKT Bali Police dated March 1, 2023 regarding making and using documents or KTPs that were allegedly fake," said Satake, Tuesday (14/3/2023).[1]

Satake said that a foreigner who has a fake Indonesian KTP with the name Alexander Nur Rudi is suspected of Article 263 paragraph 2 of the Criminal Code and carries a maximum prison sentence of 6 years. Satake added that investigators are currently still collecting evidence to establish a Syrian citizen with the initials MZN (31), who is also involved in a similar case. "While there is only one (suspect), one (Syrian citizen) is still coordinating with the Bank and Immigration regarding BB (Evidence)," he said. Previously, the Bali Ministry of Law and Human Rights (HAM) arrested a Syrian citizen with the initials MZN (31) and a Ukrainian citizen with the initials RK (37) for possessing Indonesian identity cards and family cards.[2]

In this case, it turned out that MZN was looking for services for making ID cards and family cards on the internet. A resident named Wayan, who was suspected of being a broker, admitted that he could help this foreigner arrange for an ID card worth IDR 15 million. MZN needs an Indonesian identity to do business in Bali. In this fake KTP, he used the name Agung Nizar Santoso, born in Bandung, West Java. In 2015, MZN went to Indonesia with a social visit visa with a validity period of 14 days. He used this visa to study architecture as well as look for investment opportunities.[3]

Meanwhile, a Ukrainian citizen with the initials RK (37), bought an Indonesian National Identity Card (KTP) and Family Card (KK) for IDR 31 million. He was determined to buy the Indonesian citizen's KTP to settle in Bali without the need to extend his residence permit. Jenderal Polisi (Purn.) Prof. Drs. H. Muhammad Tito Karnavian, BA., MA., Ph.D. (lahir 26 Oktober 1964), adalah seorang politikus dan tokoh kepolisian Indonesia yang menjabat sebagai Menteri Dalam Negeri Indonesia sejak tanggal 23 Oktober 2019 dalam Kabinet Indonesia Maju di bawah pemerintahan Joko Widodo dan Ma'ruf Amin. Sebagai seorang perwira tinggi polisi, dirinya pernah menjabat sebagai Kepala Kepolisian Negara Republik Indonesia ke-23.[1]

Tito Karnavian mengenyam pendidikan SMA Negeri 2 Palembang kemudian melanjutkan pendidikan AKABRI pada tahun 1987 karena gratis dan tidak ingin membebankan biaya orang tuanya. Tahun 1993, Tito menyelesaikan pendidikan di Universitas Exeter di Inggris dan meraih gelar MA dalam bidang Police Studies, dan menyelesaikan pendidikan di Sekolah Tinggi Ilmu Kepolisian (STIK) di Jakarta tahun 1996 dan meraih Strata 1 dalam bidang Police Studies. Sekolah dasar dan sekolah menengah pertama ditempuh di Sekolah Xaverius, kemudian sekolah menengah atas ditempuh di SMA Negeri 2 Palembang. Tatkala duduk di kelas 3, Tito mulai mengikuti ujian perintis. Semua tes yang ia jalani lulus, mulai dari Akademi Angkatan Bersenjata Republik Indonesia, Kedokteran di Universitas Sriwijaya, Hubungan Internasional di Universitas Gadjah Mada, dan Sekolah Tinggi Akuntansi Negara. Keempatnya lulus, tapi yang dipilih adalah AKABRI, terutama Akademi Kepolisian.[2]

Tito termasuk seorang polisi yang mendapat kenaikan pangkat cukup cepat. Saat masih menyandang pangkat AKBP, dia memimpin tim Densus 88 yang berhasil melumpuhkan teroris Dr. Azahari di Batu, Jawa Timur, pada tanggal 9 November 2005. Pangkatnya dinaikkan, dan dirinya menerima penghargaan dari Kapolri saat itu, Jenderal Pol. Sutanto bersama dengan para kompatriotnya, seperti Idham Azis, Petrus Reinhard Golose, Rycko Amelza Dahniel, dan yang lainnya. Tito juga pernah memimpin sebuah tim khusus kepolisian yang berhasil membongkar jaringan teroris pimpinan Noordin M. Top. Atas prestasi ini, pangkatnya dinaikkan menjadi Brigadir Jenderal Polisi dan diangkat menjadi Kepala Densus 88 Anti-Teror Mabes Polri. Kariernya terus menanjak, dan dirinya sempat menjabat sebagai Kapolda Papua dan Kapolda Metro Jaya. Pada tanggal 14 Maret 2016, dia diangkat menjadi Kepala Badan Nasional Penanggulangan Terorisme (BNPT) menggantikan Komjen. Pol. Saud Usman Nasution yang memasuki masa pensiun.[3]

Pada tanggal 15 Juni 2016, Presiden Joko Widodo mengirim surat kepada DPR-RI, yang isinya menunjuk Tito sebagai calon tunggal Kapolri menggantikan Jenderal Pol. Badrodin Haiti yang akan segera pensiun. Komisi III DPR-RI menyetujui usulan ini dalam sidang paripurna mereka yang digelar pada awal bulan Juli 2016. Tito resmi dilantik sebagai Kapolri oleh Presiden Jokowi pada tanggal 13 Juli 2016. Menjadi Menteri Dalam Negeri. Pada tanggal 22 Oktober 2019, Kapolri Tito diberhentikan dengan hormat oleh Presiden Jokowi melalui surat yang ditujukan kepada DPR-RI dan disetujui dalam sidang paripurna ke-3 yang dipimpin oleh Puan Maharani, Ketua DPR-RI periode 2019 hingga 2024. Ia kemudian dilantik pada tanggal 23 Oktober 2019 menjadi Menteri Dalam Negeri ke-29 dalam Kabinet Indonesia Maju pada masa pemerintahan Presiden Jokowi periode 2019-2024.[4]

Rekam Jejak Sebagai Kapolres Serang - Banten

Rekam jejak Tito Karnavian dalam kepolisian terbilang cemerlang. Tito saat berpangkat AKBP pernah menjabat sebagai Polres Serang, kala itu belum ada pembagian wilayah administratif dan wilayah hukum (wilkum) seperti saat ini, yakni terdapat Kota Serang dan Kabupaten Serang, begitu pula Polresnya kini sudah ada dua wilayah, yakni Polres Serang Kota dan Polres Pandeglang.[5]

"Pak Jenderal Tito Karnavian yang dipercaya menjadi Mendagri, itu pernah menjabat sebagai Kapolres Serang mulai 27 Mei 2005 sampai 8 Desember 2005. Jadi beliau bertugas di Serang sekitar tujuh bulan," kata Kapolres Serang Kota, AKBP Edhi Cahyono, ditemui di ruangannya, Rabu (23/10/2019). Foto-foto Kapolres Serang sejak pertama kali hingga terakhir terpampang jelas di ruang tunggu Kapolres dan Wakapolres Serang Kota. Hal ini menandakan penerus tongkat estafet kepemimpinan di Ibu Kota Banten tidak boleh melupakan sejarahnya.[6]

Tito Karnavian saat pertama kali datang ke Polres Serang masih berpangkat AKBP, kemudian dia berhasil menangkap pelaku tindak terorisme dan naik pangkat menjadi Kombes Pol. "Menurut informasi, beliau ketika menjabat Kapolres disini berpangkat AKBP, kemudian berhasil mengungkap penanganan terorisme kemudian mendapat kenaikan pangkat luar biasa menjadi Kombes," terangnya.[7] Dari rekam jejak pendidikan dan prestasi penanganan kasus, beliau terlihat sekali kompeten terkait dengan kasus-kasus terorisme.

Pada kesempatan yang lalu platform www.hukumindo.com telah membahas mengenai "Making a Passport for Umrah No Longer Requires Recommendation from the Ministry of Religion", "Pengertian Wanprestasi" dan "Penjabaran Wanprestasi", pada perkuliahan kali ini (edisi bulan Ramadhan 2023) akan dibahas mengenai 'Sejarah Peradilan Bangsa Arab Sebelum Islam'.

Bangsa Arab sebelum Islam telah memiliki qadli (orang yang memutuskan perkara dan menetapkannya) untuk menyelesaikan segala sengketa mereka, hanya saja mereka belum memiliki undang-undang tertulis yang dapat dijadikan pegangan para qadli. Sedang mereka memutuskan hukum-hukum mereka yang turun-temurun, dan dari pendapat kepala-kepala suku, atau dari orang-orang yang mereka pandang arif yang dikenal sebagai orang-orang yang jitu pendapatnya, dan menyita hak-hak dengan firasat dan tanda-tanda, sedang kecerdasan ahli-ahli hukum mereka, menyebabkan mereka lebih mendahulukan memutuskan hukum dengan firasat dan tanda-tanda daripada dengan alat-alat bukti lainnya seperti saksi atau pengakuan.[1]

Dan mereka menyebut qadla' sebagai hukumah, sedang qadli mereka sebut hakam, dan setiap qabilah (puak) memiliki hakam sendiri dan hukuman (badan peradilan) bagi mereka tidak ada yang berdiri sendiri kecuali bagi suku Quraisy, dan para hakam menyelenggarakan sidang-sidangnya di bawah pepohonan atau kemah-kemah yang didirikan, sampai dibangunnya gedung-gedung dan bangunan-bangunan dan di antara gedung-gedung itu yang termasyhur ialah Darun Nadwah yang berada di Mekah, dan gedung itulah yang pertama kali didirikan di sana, yang dibangun oleh Qushay bin Ka'ab, yang pintunya dihadapkan mengarah ke Ka'bah, dan pada permulaan Islam, gedung itu menjadi tempat tinggalnya para Khalifah dan amir-amir di waktu musim hajji, dan pada pertengahan abad ke XIII Hijri setelah gedung itu roboh atau doyong, maka Khalifah Mu'tadlid al Abbasy (281 H) memerintahkan agar gedung tersebut dihancurkan sama sekali dan dihubungkannya dengan Masjidil Haram.[2]

The Directorate General of Immigration at the Ministry of Law and Human Rights (HAM) stated that the recommendation from the Ministry of Religion (Kemenag) was no longer a requirement for obtaining a passport for Umrah. Director General of Immigration Silmy Karim said the recommendation had been revoked. "We no longer apply the recommendation of the Religious Affairs Office of the Ministry of Religion or also the Head of Regional Religious Offices for passport applicants for Umrah. We have to recommend people who want to worship, we make it easy for us," said Silmy at GBK, Central Jakarta, Sunday (5/3/2023).[1]

Silmy conveyed that a passport is a citizen's right. For this reason, according to Silmy, his party must provide services that make it easier for the community. "So the passport is a citizen's right, that's the principle, so we have to give it easily. That there are other things that must be supervised and so on, it's okay, our contribution in providing services must be good and we are also facilitators. community development," he explained.[2]

"So at that time I was visited by the Umrah and Hajj associations saying 'Here, sir, there are things like this', so it's a hassle to ask for recommendations, he's already far away. Don't look at Jakarta, for example he's in Sumatra, he has to go 4 hours from his home or village to the regional immigration office continues to suddenly apply for a passport, so the passport applicant must have a recommendation, he returns again in 4 hours. It's time to go back and forth," he added.[3]

Silmy said that people now only submit ID's to make passports. That way, according to Silmy, people can easily get passports to perform the Umrah pilgrimage. "That's why we make it easy according to the KTP (iD) rules and then there is some evidence that it is true that the person in question was indeed born and there is also evidence or requirements, the requirements to support the KTP (iD) are enough to become a passport applicant," he said. A married woman runs away with another man. To his surprise, the woman's husband married the other man's wife to get revenge. This complicated thing happened in the Khagaria district of Bihar, India.[1]

Domestic violence is not only the victim is the wife. It was a woman from Market Weighton, England who abused her husband to the point of physical and mental injury. A woman named Sheree Spencer violently abused her husband from 2016 to 2021. The 20 years of abuse just came to light. The details of the domestic violence were revealed in Hull Crown court last week. Sheree's attitude is very bad and can't control her emotions.[1]

She once smashed a wine glass on the back of her husband's head. Sheree also strangled her husband on another occasion. During the trial, the husband provided evidence of 43 photos, 36 videos and 9 voice recordings to the police when the violence occurred. Many threats and acts of violence by Sheree. In court the husband said that he had suffered 20 years of physical and mental abuse by his wife. "He threatened to make false accusations to the police. I was afraid of the consequences when I revealed this," said the husband. "He continues to exercise control," he added.[2]

Defense attorney Richard Pratt KC called the case both shocking and sad. Richard added that alcohol played the most significant role in why the violence occurred. At trial the judge said: "You have caused significant psychological harm." Sheree has now been thrown into prison. From a search conducted by an account on Instagram named @moskow_cabang_Bali, which later went viral, it shows the activity of foreign tourists teaching fellow foreigners to ride motorbikes. Apart from that, the account also cuts many recordings of social media accounts of foreign tourists in Bali offering photographer, tattoo and salon services and others. "When it comes to photography related to weddings, it is very difficult. Sometimes there are (foreign) couples who do their weddings in Bali or only have receptions in Bali.
